The BITC was established in the year 2061 B.S (2004 A.D.) through a joint initiation of the Government of Nepal, Ministry of Environment, Science & Technology, United Nations Development Programme (UNDP), ICT for Development Project, and Co-operative Society Bungamati, Ltd.

The BITC has been promoted with the principle of Public Private Partnership. Under this principle the UNDP/ICT for Development Project has provided a sum of NRs. 150,000.00 (In words NRs. One hundred fifty thousand) as loan and One unit of Photo Copy Machine in Grant with the co-ordination of Bungamati VDC. The objective of the establishment of the BITC is to make Informational Technology (IT) accessible to communities living at the bottom level and use IT to support to improve their income-generating activities.
